CAMTB 2024 Legislative Agenda

The California Mountain Biking Coalition (CAMTB) advocates for the diverse needs of mountain bikers and trail organizations across the state. We believe investment in trails, parks, open space, and recreation is imperative. And we support investments and initiatives that preserve and protect the places we love to ride, and the trails that take us to, through, and from them.

The CAMTB community is actively engaging legislators and land managers, as well as our non-profit and industry partners, to advocate for legislation and/or policy changes that:

  • Increase funding for trails
  • Promote equitable access to trails, public lands, and open spaces for all
  • Preserve, protect, and expand public lands and open spaces
  • Expand the capacities of the trail stewardship community and remove inherent barriers to their success as agency partners

CAMTB is currently tracking the following list of bills in Sacramento this year. The legislation session ended on August 30, and Governor Newsom now has until the end of September to approve or veto passed bills.

Summary: Designates June 2024 as California Mountain Biking Month.

AB-3147California Trails Conservancy Program

Summary: Establishes a trails-focused program within the California Natural Resource Agency to promote:

  • Enhanced and expanded environmentally sound greenways and trail networks.
  • Equitable access and expand diverse trail-based recreational and mobility opportunities for all Californians.
  • Policies, practices, and funding opportunities to optimize the continued growth and integrity of existing and prospective systems of nature-based and other human-powered mobility networks.

Summary: Requires CalTrans to mitigate access issues arising from its infrastructure projects.

Summary: California Environmental Quality Act (CEQA) exemption for a change in use approved for nonmotorized recreation in areas acquired or managed by a public agency for open space or park purposes.

Summary: Ensures batteries sold for e-bikes are tested and safe.

Summary: Discourages tampering with e-bike capabilities to avoid Class 1 restrictions.
