The California Mountain Biking Coalition (CAMTB) advocates for the diverse needs of mountain bikers and trail organizations across the state. We believe investment in trails, parks, open space, and recreation is imperative. And we support investments and initiatives that preserve and protect the places we love to ride, and the trails that take us to, through, and from them. Please see our 2026 Legislative Agenda below. 2026 State Legislative Agenda

SUPPORT
Authorizes the CA Natural Resources Agency to enter into a statewide agreement with a public recreation access and outdoor economy nonprofit for the purposes of collaborating on strategic initiatives and projects that are statewide priorities.

SUPPORT
Cuts red and green tape to support quicker rollout of Prop 4 / Climate Bond funding dollars by the California Natural Resources Agency.

Changes CalFire’s Demonstration Forest Program Priorities and Fiscal Model

SUPPORT
Ensures public open spaces maintain their environmental and recreational value after a transfer of ownership.

SUPPORT
Authorizes CA State Parks to work with the California State Library and individual library systems to provide park passes to anyone with a valid California public library card, regardless of age.

SB1167 (Blakespear): eMoto Definitions

SUPPORT
Amends the type of vehicles that are prohibited from being advertised, sold, offered for sale, or labeled as e-bikes, and would additionally make doing so a violation.

OPPOSE
Requires Class 2 and Class 3 ebikes to be registered with the DMV and display a special license plate.

OPPOSE
Class 1 and Class 2 pedal assist ebikes caps max speed at 16mph and continuous power at 250w

2026 Federal Legislative Priorities

CAMTB engages at the federal level through our advocacy partners, Outdoor Alliance and IMBA. Due to the substantial funding and staffing cuts for federal lands coming out of DC in 2025, we are diving in a bit further this session than in typical years.

SUPPORT
Reauthorizes funding for the Federal Recreational Trails Plan to fund development and maintenance of trail infrastructure.

SB157 (Daines): America the Beautiful Act

SUPPORT
Reauthorizes and expands the National Parks and Public Land Legacy Restoration Fund from $1.9 Bil to $2 Bil per year to address deferred maintenance on federal lands.
