Legislative Update – Summer 2024
The CAMTB advocacy team has been busy in Sacramento all year throughout the legislative session, working on behalf of California’s mountain bikers. The California Legislature is on summer recess until August 4th. The legislative session ends August 31 and the Governor has until September 30, 2014, to sign or veto all passed bills.
We’ve already seen two big wins with California Mountain Biking Month and the Climate Bond (Prop 4)! Below are the current statuses of all the bills in California Mountain Biking Coalition’s 2024 Legislative Agenda. You’ll hear from us again in October with final news on how our complete slate has fared.

- ACR-152 – California Mountain BIking Month
- Safe Drinking Water, Wildfire Prevention, Drought Preparedness, and Clean Air Bond Act of 2024 – Passed, signed, and will be voted on in the November election as Proposition 4.

- SB-1271 – Electric bicycles, powered mobility devices, and storage batteries – in Assm. Appropriations Committee.
Federal Legislation
EXPLORE Act – This federal act passed the House in April and is currently being considered by the Senate. Our coalition partners Outdoor Alliance and IMBA are helping spearhead the push for this legislation with CAMTB’s support. You can help get this important federal legislation over the finish line by contacting Senators Alex Padilla and Laphonza Butler. As a member of the Senate Energy & Natural Resources Committee, Senator Padilla holds additional sway in this arena; California’s senator holding this position is good for mountain bikers in our state.
The EXPLORE Act will:
- Create new long-distance bike trails.
- Protect rock climbing in iconic places.
- Improve access to public lands and waters for outdoor recreation.
- Modernize technology to improve visitor experiences, like increasing broadband connectivity and creating digital recreation passes.
- Streamline the permitting process and reduce fees for small businesses that depend on public land access.
- Restore campgrounds and modernize infrastructure.
- Support gateway communities by addressing housing shortages and outdated infrastructure
- Improve accessibility for military service members, veterans, individuals with disabilities and kids.
