Unfortunately, this important bill died in committee, as the saying goes. Officially it went to the Assembly Appropriations Committee in May 2023 and was “held under submission”. CAMTB is working toward the reintroduction of a similar bill next season.
California AB-411, introduced by Assembly Member Bennett (A38, Ventura Co.), establishes a competitive grant program and fund to underwrite new nonmotorized recreational trail creation, improvement, enhancement, and restoration projects. To underscore the demand for such projects in California, during a recent grant cycle relating to trails and greenway corridors, there were more than $400 million in funding requests, but only $27 million available to be awarded. AB-411 prioritizes multi-use, natural surface trails, and ensures that at least 35% of the funding benefits disadvantaged communities here in the state.
